In my understanding what is being said is that for thing Eisenhower thinks our military needs to remain and become stronger so that no other country would feel the need to attack us

When Eisenhower states "A vital element in keeping the peace is our military establishment. Our arms must be mighty, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction."
